CONTRACT PERFORMANCE EVALUATOR

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Assisting and advising customers on the types and levels of services they need for their specific operations. 2) Providing customer service, answering questions, explaining contract coverage, scheduling work, and resolving problems. 3) Using surveillance plans developed and reviewing contractor work on a regular basis/schedule. 4) Performing quality assurance on service contracts and work based on either inspection, statistical random surveys or a combination of both. 5) Performing research to determine better, more effective and less costly products, equipment, and procedures for use in the services performed. OR EDUCATION:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of a Contract Performance Evaluator. NOTE:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE:
You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of COR/all types of contract principles, methods, techniques, practices, rules, regulations, and reporting and documentation requirements including safety and security regulations. 2. Ability to collect information through inspections, surveys, interviews, random sampling, market research and written records. To communicate effectively, orally and in writing and to evaluate information using statistically based information management methods and formulate recommendation to upper management based on results. 3. Knowledge of principles and practices of team building; ability to establish performance goals and assess progress toward their achievement including civil engineering functions, operations, program requirements, procedures, policies, instructions, and work methods. 4. Ability to adjust to work operations and program objectives to meet emergencies, changing program, or production requirements within available resources and with minimum sacrifice of quality or quantity of work ability to plan, organize, and meet deadlines. 5. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, floor plans and grafts. 6. Ability to effectively plan COR/contracting monitoring activities and schedules, monitor suspense's and maintain files. Physical Demands:
The employee may occasionally lift and load small tools and equipment weighing as much as 15 pounds. Position requires occasional walking, bending, stooping, climbing stairs and ladders, and standing. Prolonged physical exertion is not routine and no special physical demands are required to perform the work. PART-TIME OR UNPAID

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
